The pedestrian overpass in the first image is a clue: The rendering is of either Ramapo / Sloatsburg or Iroquois / Indian Castle, the two places such a bridge was used. Because the left dining room looks larger than usual, I’ll say Ramapo / Sloatsburg. The buildings were demolished and redone in the early 1990s, but the overpass is still there! (The Iroquois / Indian Castle one was taken down.)

Sloatsburg is built into a mountain and Ramapo has a river running behind it. I don’t think this pic is of those plazas.
Looking at these photos again years later I changed my mind. I now say it’s Iroquois / Indian Castle.
